Restricted Access to Users

I don't know if this is possible
I have regular register users and register private users.
I want to limit the time of access and the limit of time of download files for the the regular register users.

They would be able to login only one time a day and download x amount of files a day.

Can this be done?

This cannot be done with either version of stock vB. Once you have bought vB, you can post a request for somebody to write it.
