Would it be possable to do this in cetain forums? im only asking as i run a webhostingchat forum (pretty busy) and want to limit people advertising to 1 thread per week

oh and a addon would be cool i.e if you wish to do another thread within that week it would cost 5$ or something and the new thread button would take you straight to the paypal addy
