I'm doing some development with the vBulletin I have installed on my localhost.

I just installed a fresh copy today on my PC.

For the strangest reason, the template system in the AdminCP is functioning incorrectly.

Check out the attachment. Why is it prompting me to download template.php after I click the expand button? The second attachment is the (encrypted?) content of the file it has me download.

This is an unmodified vBulletin 3. I even downloaded another vB3 zip and extracted it over the files, incase some weird corruption had occurred. Still same error.
