IP address help

I am having a problem with a user on my site. I know his IP address and I have denied him access. But the problem I have now is that I have another usr that just logged on and has an IP address that is very close to the problem user I denied. I was going to deny him access but I don't want to do it unless I know for a fact it is the problem user. Does anyone know a link that I can go to and look up these IP addresses or know enough to explain IP addresses?

Here is the two addresses:

209.109.243.218 = Problem user

209.109.240.198 = New user

You can do a search through google for a whois and come up with some good results. :)

They are likely completely different. Only if the last octet is the same would they be cause for suspicion.
