Mine is like this too, I've resubmitted the form and copied and pasted one email to the other but still showing up as unlicensed. Does it have to be the "owners" email?

no, you can add up to 3 more emails.
we cannot say more, the system works according to our tests, just retry the hints above

Try to add the same e-mail on all three lines.
For some reason, that fixed my unlicense bug.
