Header Prob

Hi

i have a little problem with my header

With the Mozilla and Opera Browser are looks good.

So is it right with Mozilla and Opera

But the Internet Explorer
Im IE

How can i fix it ?


My second prob is:

When i start the index .php at first time looks the Header so:

http://www.tier-portal.info/Bilder/VB/Header_falsch.jpg

Than i do refresh and the header looks normaly. What can i do , that the header in first time looks normaly
