Moderating threads only, not replies.

Could someone come up with a hack that will allow adminstrators to moderate only incoming threads to a specified forum and not the replies. I have two forums setup on my website, one that I post website news on and one that I allow my useres to submit community news on. I want to moderate the incoming threads but not the replies.
