Private Messaging Box ON top

I have the Welcome Panel installed on my board: http://www.jucofootball.org/jcfn/

However, i'm not sure if there's a hack out ther that Puts the Private messaging box on top, instead of the bottom. I have it so it blinks when new PM's come in, but because its way @ the bottom, it gets over looked..

Thats a template mod, no hacking needed... Just move around your
$pminfo
in your forumhome template...
