Warning Point System for 2.3.0

I request a warning point system for 2.3.0 just like g2force's warning point system with no expiration things. How about it?

But there's a problem with styles. We have a button for "report" and not a link so I don't think I can made a link to view warnings. Also I don't see warn_config.php and something was wrong with my database about missing something.
