I've seen a few site on the net that have parts of there board placed on different places on there site like a latest threads section... Is this a hack or how do i go about it getting it or wots it called..

You might want to investigate vbhome_lite or myvbindex - they are both homepage modifications which give you a homepage powered by vBulletin's forums :)

I have a fully 0wned version of VBulletin 2.3.0 are these addons for VB or Full products

Personally I'd recomend vBindex by NTLDR - do a quick search for vBindex or check his profile (here at vBulletin.org). You can also search the "HACKS" database and browse the portals category. :)
