[2.3.0 request] Users can change avatar only once every X days

It gets really annoying how some people change their avatar every day, or even multiple times a day. Would it be very hard to code this?

So if a user changes his/her avatar, they will have to wait X days before they are allowed to change it again?

I think this would be helpful.
