After you purchase the software, a moderator sends you the software and license (cd key?) via .zip format or what?

Let's say I bought the 2.3.0 today and next month, I want to install a fresh copy of 3.0 version. I can download the new full version or an upgrade version only?

There is no upgrade version. It's the full version, with files that let you upgrade.

So yes, you buy 2.3.0 today, and in 1 month and for the next 12 months you can download full versions of upgrades and new versions.
