I know there is a hack out there which checks the posts for a minimum length. I did it with template modifications. So you don't need to hack php. Admins, Mods and SMods are freed from the check. They can post as short as they want. A normal user who writes a posting which is too short sees an alert window which tells him to write more.
For sure this protection is tweakable by the users, but I don't think that most of the users of a board would do postings via URL instead of using the textarea. ;)
