I would like to allow a user group who are not moderators to sticky posts and move/edit posts. Or else I would like to have the permissions changed on a forum level to allow this group to do it.
These radio buttons are not available under the user group permissions or the forum permissions.
Is there an existing hack I could use to make these settings available on newly created groups or on a forum by forum basis?

Move/Editing posts I should be options for the usergroup/forum permissions for the usergroup however this only applies to there own posts.
You can assign moderators to forums and have them in a usergroup other than the default moderators group too.

Thanks but it really need to be of other people's posts. Particularly the sticky bit. This is a group of posters that are distinct from moderators, but have the ability to do these two things.
I am going to try and have
(Yes or No) can Open/Close other people's threads
(yes or no) can make threads sticky
added to the groups custom options, but wish I could get someone's advice who may have travelled this path before.
