Separate the important topics in the top of page

Hi, its my first post and before everything I would like to ask for to excuses for my bad english.. :classic:
Let me try to explain what I look for... Its possible to separete the important topics in top of the forumdisplay..

something like this:

I know of a board that has this mod in version 2.3.0, but I dun't know if the code is released just yet.
