Is there a secret to starting discussions on the forums? Give away a prize to the top poster?
I posted a file that got 84 people to register, to download the file.
I need ideas

you cant just make a forum and expect people to post, you need a real site first, and something to make people even want to post, downloads? music? help? and only less than 3% of all forums are very sucessful with getting over 10,000 members :0

Anyway, one thing you'll need is a MAIN topic to talk about. Usually a forum that doesn't have something labeled its main topic doesn't do very well. Having a site is a plus because that's where most hits come from. Advertising your site and forums also helps. Tricking people to register is also a very good idea for members...posting is a different matter. Just try to give users what they want.
