Avatars for staff only!

i want to restrict the use of avatars to only staff members.

at the moment i have disabled the use of avatars as i have put them in the user titles so they get better avatars the more there post count increases etc..

ok i want staff to be able to access the usuall avatar options.

how can i get it so all my staff (mods, s-mods and admin) can view the option to change avatar in there USERCP but regular users and all other groups (banned, awaiting conformation etc..) cannot see the option.

all help would be appreciated..

if you make these avatars need 32767 posts no normal user would be able to select them ;)

You sure about the Xenon?.... some boards can get BIG even with very little spam... I've seen it

32767 posts for one person is a lot of work to do, you know ;)

well then you can increase the datatype ;)
i won't think there are users which will reach 2000000000 posts ;)
