There are free forums such as http://www.phpbb.com/ and http://www.invisionboard.com/ if you can't afford, but you get what you pay for.

I know but I dont think they have the rpg hacks...or do you know where to get the rpg hacks other than here?

This site is for vBulletin hacks only. You will need to look elsewhere for hacks for other BB systems.
