Open a poll mid thread?

I am running competitions on my site and as the threads are progressing and get to the end I would like a way of opening a poll at the end of the thread...

I know I can open one myself at the staart and then close it and open at the end but this wont happen if a member wants to start a thread competition and then at the end wants to open it as they wont have mod permissions

so I really need a hack where the poll can be added at any time through out the thread by anyone (not be closed by normal members) but just opened..

Or even for myself or a mod to edit the first thread at the end and to add a poll?

any thing like that out there??
