Can you ban the fist part of an email?

In the admin control panel it states you can ban all domains like hotmail, but is it also possible to ban usernames that might appear in the email as well? I know that it's something that a lot could of people could get around, but I figure it would put up another line of defense for baned users re-registering.

Is this possible without hack and if not, is it possible with hacking?

It requires hacking i believe with regular expressions if my new PHP books is teaching me correctly ;)
