When anyone tries to upload an avatar, it says this message:
There has been an error in the upload. Please ensure that the file has been correctly selected and that the upload has taken place successfully.
Any tips? Please don't tell me to upload fresh vB files, I swear to God.
Is this from the user CP or the admin CP?
It should not make a difference from the admin CP. But from the user CP you are limited by the max file size that is settable from the forum options in admin CP. ;)

From the User CP. The thing is, all the options are set properly. Size limit is fine, so is the image dimension size.
Are there any other limiting criteria? like minimum posts or number of days you have to be registered before being allowed to have an avatar?

No, I think I figured it out though.
It's the store. Doesn't allow anyone to upload custom avatars, unless they pay. Now, I can finally understand what it does. Thanks for the help, though, Zzed.
