We already have English vbulletin instance. Can I use the same instance to support the chinese fourm? Which php files should I change for that? Do you have any upgrade package or steps? We are running with vBulletin 2.2.9 Thanks

all you have to do is to create a new style within your ACP and create a new templateset for it.
then just edit the new template set :)

What about the database. Do I have to do anything in mySql since it is a multi-byte character set.

If you can wait for vb3 the translators are hard at work creating language packs built in for everyone :)
