List most ignored users hack

Is there a hack around that will let me list the users who have been ignored the most? I ran a search but can't seem to find anything...

If not, consider this a request for the coding gurus...

I think the idea could be interessant, I've an exam at the end of the week and will try to work a little but I'll release it as soon as possible ;)
