Request a low leavel administrators options!

Someboby can make a hacks,that only one admin have a full admin CP access,other admin only can access this options:

Forums & Moderators
Add | Modify
Permissions

Ban IPs & Email options.

But the lesser admin cp seen not work well in VBB 2.3.0 :(
