Attachments Never Transfer

how come whenever i switch hosts or by some mishap my database crashes i can never get the backup of the attachments to upload?? i have to delete it from the sql file just to get it to work right???

Thats exactly what happens to me all da time -_- whenever i switch servers or somethin, or restore the database, all attachments are gone -_-
