How do I enable message (smiley) icons?

For some reason $posticons, the html that allows you to choose 'No icon' or a smiley icon on newthread.php, is not showing up.

For whatever reason, $foruminfo[allowicons], the variable that would enable it, is set to false. Where do I set that as true so that the Message Icons show up?

Probably this setting is off:
Admin Cp/vb settings/Allow vBcode Buttons & Clickable Smilies?

Less likely it can be disabled in your user options section (show vb code part)..
