help with PM for 1.13

In the control panel if i click on any of these links in the user section,

Add
Email users
Find

I get this error

Any Help?
Also upgrading to 1.14 is it worth it or the next verion?

You messed up some of the code in user.php then.
And yes, I would suggest you upgrade to 1.1.4.
