Boardom turned into erro

I was baord, sence my host is down with no bandwidth so I uploaded a Test vB to a free sever, now I got the whole thing uplaoded and fine, but then I go to upload a custom avater and I get this error

There has been an error in the upload. Please ensure that the file has been correctly selected and that the upload has taken place successfully.

I thought it was be something to do with safe-upload so I made tmp/ and CHMODed it to 777 but no fix still, how do you fix this, I am sure this is a fixable error lol.

Free hosts virtually never work well with vB...you're probably much better off just installing Apache/PHP/MySQL (see my sig at vb.com) or just setting it up on your same host but naturally a different database.

Search google for a program called PHPDEV, it's firepages.com or something like that, download their 423 version, it has latest PHP, mySQL, Apache. It will install it for you straight away and you don't have to do anything else.
