How can i set it so that one forum has different posting options like on yaxay's gallery? So one forum has a different "new post form" template than the rest?

you have to create a new styleset and then in your forumoptins define it as the styleset of this subforum

Yes, just follow what Xenon said, theres no PHP edits for that ;)
