You are supposed to upload the file to the /admin directory...

You should have maintained the directory structure...
You should have an Admin Folder in the Forum folder;)

i do. i was extra carefull to maintain the structure. everything is at it should be. but when i try to access it i get a file not found error. when u unzipp vbulletin you have a upload file. on my server this is called forums and all the files are exactly as they are in the upload file only difference is instead of the upload file its called forum

Have you made sure that you have uploaded the install.php file?

Right...
You uploaded all your files correctly, except for one thing...
You created the /forum/ folder outside of the /public_html/ folder...
I copied the files to the /public_html/ folder...
Now they will work:)
