look at my sig, there's a link to allow mods edit usernames, hps sigs...

you can change it a bit to just allow supermods to do so.

or, you can also use Hellsatans Lesser Admin-CP, which has such a function as i know (just implement this files for editing users no others from admin folder so you'll get what ya want
