You only need one license for every INSTANCE of vBulletin.
For example, we have the same board running at www.vbhacks.com, www.vbhackers.com and www.vbulletin.org, but since it's the same forum (the files are only installed once), we only need once license.
ahh sorry, i thought he said he was running 2 vB's. chens right, if they share the same forum then you only have to buy one. :)

That's not the case. These are 2 communities. For example I have domain1.nl which i own which needs it's own forum. Then I have domain2.nl which i own as well which needs a forum as well. They don't have anything to do with each other, besides i own them both. So the users of domain1.nl don't have anything to do with domain2.nl as well (what do cannabis/coffeeshop adresses have to do with the game RTCW? the audience is completely different). That would cost me 2 times the price. That's too much, I'd rather install a free forum then.
I do like vBulletin tho, I translated it to Dutch for a community/forum i moderate for and that's extremely easy and neat :) ..but not worth 2 licenses for 2 non-profit sites which only cost money to run these days... i do understand it costs 2 licenses and i expected it would: i just can't afford it. Too bad. Thanks for Your clarrifications.

In that case, yes you need two licenses. Just buy one, and use a free board for the other domain. :)
