vBulletin e-mail System Question

Does anyone know what vBulletin uses by default to try to send mail? sendmail? localhost SMTP server?

Just wondering cause I am testing it on my local machine but I only have a webserver and no SMTP server and none of the mail is working.

Is there somewhere I can specify what I want it to use? I have searched the admin pages but can't find anything. Maybe I overlooked it.

Is there a variable in a config file or an option somewhere in admin to change it to SMTP? Anyone know?
