Is there a place where I can add the sites' meta tags in the control panel so I can submit the site to search engines?

in the forumhome template, you won't miss it cuz vbulletin alreadly added the standard one ;)

You can edit the meta tags without any problem, just look for the below and edit it to your liking:
<meta http-equiv="Pragma" content="no-cache">
<meta http-equiv="no-cache">
<meta http-equiv="Expires" content="-1">
<meta http-equiv="Cache-Control" content="no-cache">
<!-- end no cache headers -->
<meta name="keywords" content="vbulletin,forum,bbs,discussion,jelsoft">
<meta name="description" content="$bbtitle is a discussion forum powered by vBulletin. To visit the forum, go to $bburl/ . To find out about vBulletin, go to http://www.vbulletin.com/ .">
Nothing wrong with editing it to fit your website/community :).
