i know that some people run test boards on their local computers...how is this done?

You need to install Apache, PHP, and MySQL (or some other server other than Apache). I wrote a tutorial at http://www.turtletips.com/forums/showthread.php?s=&threadid=2625

i installed apache though, and when i go to http://localhost/manual/ i get a DNS error in IE
