New feature: Be notified when a buddy of yours posts a new hack

This has been requested some time ago so I finally got around to doing it.

From now own, you will get an email whenever one of your buddy posts a new hack in the Releases forum, so the buddy list now acts like a "Favorite Hackers" thingie.
