The following error was found out. If the user creates a thread in one forum she is transferred to the category moderated, and thus appears without moderation. I.e. a subject it is visible and in Moderation - > New Posts and in too time of it it is visible in this forum even without moderation. The most interesting, that premoderation in this forum is not established by that!
