Cant Make A Thread Without...

Hi,
My forums are showing some sort of lacking of replies... and I don't want that happening in anyway. So me and my moderators came up with a solution.

Cant make a thread without repling to X amount of threads in that forum.

If a member try to make a thread with out doing so a page will come up and say "Make X Amount of replys before making a thread"

Moderators and Admins dont have to go by that rule...

Anyone.?

I found the one similiar to this one, but it isn't quite what im looking for...

I want where in the admin cp you choose exactly what forum u want this to occur in like for example

Forum 1 - you have to reply to (2) threads before you start a topic

Forum 2- you have to reply to (3) threads before you start a topic..
