I have installed and configured VBulletin Lite. everything is up and running. Problem: I would like to change the scrollbar colors. I installed the css code and wouldn't work I traced the problem to:
<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN" "http://www.w3.org/TR/REC-html40/loose.dtd">
it seems that when the
"http://www.w3.org/TR/REC-html40/loose.dtd"
is present the css scrollbar code doesn't work. where do I go to edit this? I cant find where this code is hiding at.

Is there a way to fix this. I am planning on purchasing an Owned liscense in the next month or so. I would like to have all my kinks worked out before then.

The scrollbar colors are very easy to change in the full version. Never having run vB lite I'm not sure how or if you can do it with that. I wouldn't let this stop you from purchasing the full version.

If I purchase the Leased License is there a way to upgrade to the Owned License?

I think there's a short grace period in which you can upgrade at a reduced cost but I'm not sure what that is. If you wait the full year, then there won't be any discount.

It is 30 days to upgrade for the difference, if you purchase a Leased License and wish to upgrade to an Owned License. (99% Sure here ;))

Actually you need to pay $85 (not the difference). So, if you buy a leased license and decide within 30 days to upgrade, you must pay $85.
