Admin CP Errors

I have some odd errors when I run vb offline on my server. When I load vBulletin Options it seems to load and reload constantly for no reason.

I have another question. Why does vb need to connect to the net to show the admin main cp?

It's trying to check the current version number from www.jelsoft.com
