That is an awesome forum, but wont happen over night.
These forums are time consuming and take awhile to develop.
But you can find bits and pieces on this forum at vbulletin.com
Design work takes even more time to get it the way you want.

The art work is PS or PSP using Sunburst with (TUBE) Then the font they like. Nothing so special about that... I am starting to see alot of Sunburst on a lot of sites.....
