I think they should be hack to report a PM to the board admin.

Here is an example of why:

I just received a PM from someone asking to fetch some hack for him, in exchange for some other stuff because he does have support for his VBulletin. They should be a report to Admin in the PM section to report this behavior which is unethical.

users can forward a pm if it offended them to the admin. then the admin can choose to do what he feels is just.
