This is pretty easy look for the forumdisplaybit template should be listed in Forum Display Templates.

Open that and look for something like

align="left" width="70%"><normalfont>$thread[gotonew] and change it to align="right" width="70%"><normalfont>$thread[gotonew]


You probably also want to look at forumdisplay_announcement and change it so it's at the right hand side too. basically your looking for align="left"><normalfont>Announcement: and changing it to align="right"><normalfont>Announcement:
