I mean , if there is any way to but a flash movie as a background for my forum ...

like putting a picture as a background ...

I dont think you can use flash as a wallpaper if thats what your asking. All the links and forum layout would have to be coded into your flash movie ... which requires that it interacts with PHP which is a pain (at least to me).

Perhaps you can make a smaller movie and add it into your header or footer or something like that.

Try looking into flash html commands and see if it is possiable... I am not to sure though.
