PM poppup always all? (no option)

How do I make it so that it is defaulted to on and that nobody can see the setting to turn it off in their CP?

Any help on this would be greatly appreciated.

I did this a while before ... simply delete the option from the template for members options ... and you will also need to edit the database so that the option is ON for everyone ... Im so much happy I did this ... Ill release a hack for this if you want ?

please do, I believe this is really needed. I have people coming and not following the rules, so the mods PM them, but if they never see it, then they keep on doing it. (even if they did see it, they can claim they didn't)
