I could use a hack that allows me to specify a certain number of days that a user needs to be registered before they can have an avatar. Sort of like the requirement for a custom title. Is this possible?

Yes. It doesn't even need to be added to the admin cp. Setting the day requirement in the php file itself is fine. It would be nice if current members with avatars who don't meet the requirement were able to keep theirs, and were also able to change them without being told they didn't meet the requirment, but it's not vital. I now have it made. I am going to make a different verion make just for custom avatars though.
