make the code tags actually work!

I would like the code tags to show EXACTLY what text is in the tags. I don't care if it's html, php, java WHAT, I would like it to display EXACTLY what the person types within the code tags.

Can anybody help a poor noob like myself?

sometimes the code tags won't show what the person typed in the code tags exactly it will show parts of it or not at all. It's like it tries to execute it or something lame like that.
