Private Messaging for Mods and Admins only

I need a hack that would only allow PM for use by our mods and admins only. We don't offer PM to our regular users due to bandwidth abuse.

Already possible.
In every usergroup's permissions set you have a "Can use Private Messaging" setting.

How can I make it so that only Mods, SuperMods and Admins see the PM link... regular users would never see it...
