What is this hack called, and where can I find it?

I just noticed this (Post #x) at the top of each post in every thread. I was once told it was called an "anchor" hack, and is useful when people want to post a link to a specific part of a specific thread.

Could someone please tell me what it's called, if it's a public release, and where I can get some more information about it?
