Copied text in posts is ***1048;***1075;***1088;

I've noticed that something is causing any post with cut and pasted text to have a ton of these codes in place of apostrophes and quotation marks,

***1048;***1075;***1088;***1072; ***1079;***1072;

I think this has happened before but I do not remember what setting was changed that caused this, any ideas?
